Why does the BBC plead poverty when is has all this money rolling in?

In Brit everyone has to pay hundreds of dollars to the BBC as licence fees. The BBC is always pressing for licence fees to be increased. Why, when it has mive incomes coming in from CD and DVD sales, programme repeat fees, advertising revenue from BBC America, and zillions from the sales of books and magazines.
