For locations between the Tropic of Cancer and the North Pole, the Sun is at its highest at the solstice, which occurs around June 21st. For locations between the Tropic of Cancer and the Equator, the Sun will p at its highest (i.e. overhead) on two dates between the March and September equinoxes. The exact dates depend on the latitude. The higher the latitude, the nearer the dates are to June 21st.
